Baastel was mandated by Digital Frontiers to undertake an outcome evaluation of four capacity-building programmes funded by the Bill and Melinda Gates Foundation: the Certified Digital Finance Practitioner Programme, the Digital Financial Inclusion Supervision Programme, the Instant and Inclusive Payment Systems Programme, and the Gender Equality Changemakers Programme.
The evaluation team employed a practical and collaborative approach in this outcome evaluation. The team worked closely with the Digital Frontiers staff to ensure an adequate understanding of Digital Frontiers and its programmes, as well as the evaluation needs of key project stakeholders. The evaluation tested a series of hypotheses derived from programme results statements at intermediate and long-term levels, focusing on stakeholder contributions to the achievement of those results. The evaluation assessed the degree to which the programmes are producing their intended effects on the target population’s behaviours and capacities, and the extent to which expected outcomes are being met. The design was guided by the logic models from each of the programmes under review. The evaluation questions and sub-questions were based on the programme’s results statements and on sets of evaluation questions proposed by Digital Frontiers. The evaluation identified evidence and results in alignment with the evaluation questions and indicators to demonstrate Digital Frontiers' contribution to the expected changes. The review and analysis of data were performed following the principle of triangulation to ensure consistency.
